UNITED NATIONS HUMAN RIGHTS

In 2016, a Joint Appeal from the Special Procedures Branch of the United Nations was sent to Pamela K. Hamamoto, Permanent Representative of the United States of America to the United Nations and Other International Organizations in Geneva. It outlines their concern that the judicial proceedings for Mr. Cooper did not meet international standards for a fair trial and due process.

“We would like to express serious concern that the death penalty may be carried out against Mr. Cooper following judicial procedures that may not fulfill the most stringent guarantees of fair trial and due process, including access to adequate legal assistance and conviction upon clear and convincing evidence leaving no room for an alternative explanation of the facts surrounding the crime.”
