“Kevin Cooper, the man now sitting on death row, may well be – and in my view probably is – innocent. And he is on death row because the San Bernardino Sheriff’s Department framed him.”

In a 2012 speech to the University of Washington School of Law, Judge William A. Fletcher outlined the case for Cooper’s innocence and how he was convicted of murders he could not have committed.

William A. Fletcher is a United States federal appeals court judge who has sat on the Ninth Circuit Court of Appeals since 1998.
