“In accordance with the legal and factual considerations set out in this report, the Inter-American Commission concludes that the United States is responsible for the violation of the right to equality before the law, the right to a fair trial, and the right to due process of the law guaranteed in the American Declaration, with respect to Kevin Cooper.”
